language problem

This problem has been bugging me for years and years, but I failed to bring it up when I still had an English teacher cos I tend to shrug it off. But it's back, and I want to nip it in the bud once and for all. Hopefully someone out there chances upon this post and helps me with it.

I'm reading the newspapers when I came across this paragraph quoting the media...

"Limbs (are) lying everywhere, bodies (were) cleared from the tracks by local business owners who rushed from their shops," said a correspondent for CNN-IBN (CNN's sister network).

The (are) and (were)... What are those parentheses for?
